Поведение консультантов напоминает анекдот о соотечественнике, который вернулся из Англии и рассказывает:
— Сидим за покером. Я показываю свою пару, а он отвечает: «Full house». Я: «Покажи», а он говорит, что джентельмены друг другу верят на слово. Тут мне карта и поперла!
Так и консультанты говорят: «Лучшая мировая практика». «Почему» спрашивать не полагается. Джентельмены консультантам верят на слово.

Вот скажем теория, что всех сотрудников нужно поделить на «звезд» и «кодеров», причем в «кодеров» китайских. Почему — лучшая мировая практика. Правда, есть мнение, что не мировая, а американская. М-р Cstaley в своем посте даже объясняет экономику таких решений:
«… I’ve seen a fair range of technical ability, both in industrial developers and aspiring ones. A 100:1 figure is hyperbole, and the writer is doing well to call it out. A more generally accepted stat on software developers is 5:1 between best and average, and another 5:1 between average and poorest. And everyone agrees that lone wolves are a pain. You want top people who are also good team workers; indeed good team ability is part of the definition of «top» talent.But even a difference of 5:1 in productivity from top to average presents serious challenges to the employment market, and explains much of the apparent dichotomy of tech firms begging for talent, and hundreds of thousands of US programmers begging for work. Assuming an average dev, let alone a poor one, expects $80K/year, then the top people would need $400K/year if we’re to be fair about relative contribution. And the bottom end would warrant only $16K/year. In some fields (law, for instance, where the best make $1million/year and the weakest perhaps $50K) just such a spread exists. But the US seems unwilling to pay «geeks», even really good ones, as well as we pay top lawyers. The net result is that the most cost-effective approach is to pay $150K to $200K for top people in software dev, and overlook the middle people since relatively speaking they’re only worth $30-40K, and you can get ample midrange talent for that price in India or China. And of course, god help the lower end, whose relative contribution is perhaps 1/5 of the average.The US has a «geek is a geek» mindset. We count numbers of engineering graduates as if all these people were a fungible commodity, when in fact there really are huge variations just like there are in plenty of other areas. We need to admit this, and factor it into our economic and political discussions regarding tech employment.»

Наверное, все определяется условиями, под которые нужно оптимизировать штат, структуру и систему мотивации, но консультанты (опять это слово) не называют первоисточник и сами не имеют финансовой модели. Плохо, в общем …
